Incinerator
I believe the long term goal should be to privatize the incinerator. I do not believe operating an incinerator is a core function of city government. Any sale of the incinerator needs to be done through an open and fully competitive bidding process. Until that can occur we must figure out how to finance the debt. We must consider the sale of all non-essential city assets, and review all of the revenue sources and costs, including administrative, in order to determine the best means of bridge-financing the debt until the incinerator can be sold through fully competitive bidding. The debt the incinerator has is a major concern.
