PROFESSIONAL EXPERIENCE
Legislative Director, Pennsylvania Bar Association, Harrisburg, PA - 1/04 to Present
· Manages the operations of the legislative department; works with subject matter expert committees and sections to identify and define legislative policy issues; lobbies on behalf of the organization and advocates its policy positions. Major Accomplishments: Organized successful grassroots programs, implement key contact and lobbying campaigns.
Director, Office of Policy Planning and Development, Governor’s Policy Staff, Pennsylvania Department of Labor and Industry, Harrisburg, PA - 3/95 to 4/03
· Served the Governor and Secretary of Labor and Industry to assure implementation of the Governor’s priorities and initiatives; identified and developed key policy issues; provided policy direction for the department, particularly with regard to the Governor’s goals for economic revitalization of the Commonwealth; managed the department’s budget process; coordinated activities with other public and private organizations in policy planning and in the design of regulatory functions and delivery systems. Major Accomplishments: Strategic policy development of the Governor’s workforce development system; redesigned the department’s budgeting process; advanced and initiated human resource development and knowledge management processes.

· Researched, analyzed and managed major legislative policy issues and initiatives and legislative proposals; as Executive Director, supervised research and administrative operations of the committee. Major Accomplishments: Provided critical key staff support for unemployment compensation and workers’ compensation reform, for Pennsylvania’s “Keystone Opportunity Zone” initiative, and for the enactment of legislation, which restructured the Southeastern Pennsylvania Transportation Authority (Philadelphia) and which established a state funding formula for mass transit.

· Developed and implemented community relations programs; served as organizational spokesman to media and other community organizations. Major Accomplishment: Initiated and developed a community relations program for a major community organization.
Public Policy Consultant, Bethlehem, Pennsylvania - 3/78 to 3/79
· Analyzed and planned public policy for private sector; worked on private economic development projects; served as a private ombudsman and advocate before public agencies. Major Accomplishment: Project representative for developers of economic development projects.

· Performed legal research on municipal corporations, public authorities, planning, zoning, redevelopment, and public administration Major Accomplishment: Researched and orchestrated legal challenges to a major economic development project in support of individual property and business rights, resulting in the successful redirection of a city’s downtown renewal program.
